Frank Stephens was born at Stoke, Devonport, Devon on 17 December 1896, and was previously a tailor's cutter before he enlisted into the Plymouth Division of the Royal Marines Light Infantry on 20 November 1915. He served at the Recruit Depot at Deal from 20 November 1915 - 2 February 1916 and then served with the Plymouth Division from 3 February 1916 - 27 June 1916 before serving with Victory (R.M.Brigade) from 28 June 1916 - 31 December 1917. During this time, he served with the British Expeditionary Force in France from 26 September 1916 - 8 April 1917, before returning again serving between 5 February 1918 -28 March 1918. He was taken Prisoner of War on 29 March 1918 and was released on 30 November 1918. Stephens then returned to the Plymouth Division from 30 January 1919 - 18 April 1919 when he was demobilised. He remained in Devon and was noted as being an Admiralty Storehouseman in the 1939 Register living with his wife Lilian. He was awarded his Imperial Service Medal in November 1958 still serving as a Storehouseman at Devonport.
