Frank Rumbold was born at Great Bedwyn, Wiltshire on 17 December 1874. He had previously been a shepherd before he joined the Royal Navy on 19 October 1894. He was to see service on Birmingham, a Town-Class light cruiser, from 3 February 1914-20 November 1916. Rumbold was present at the Battle of Jutland before serving on Pembroke II from 21 November 1916-18 February 1917 before returning to Birmingham on 19 February 1917 until he was demobilized on 7 March 1919. Rumbold is additionally entitled to a 1914-15 Star trio and a L.S. & G.C. medal (which he was awarded in 1909). He was also further awarded a Russian Silver Medal of St Stanislaus.
