Frederick Charles Smallman was born on 8 September 1867 at Burford, Shropshire. He enlisted into the Royal Navy as a Boy 2nd Class on 17 October 1882. He first saw service on Impregnable until 20 May 1884, and then served on Turquoise from 21 May 1884 until 2 November 1887. Smallman served briefly on Duke of Wellington from 3 November 1887 until 1 February 1888, and finally on Victoria & Albert from 12 February 1888 until 25 May 1889. His service papers note that Smallman was invalided on 6 September 1889.
