Although being underfranked, the cover was genuinely dispatched and forwarded as the situation after the war was quite anarchic, and other examples of underfranked mail in this period are often encountered; the sender has very probably considered the adhesive to be as a non-overprinted 15st. denomination to pay the previous and recently changed tariff.
