BulgariaLater Issues1920, P.O.W. surtax, 5st. on 10st., on postcard sent by a child to a relative in Jambol, tied by "Gabrovo/10.IV.920" datestamp, being 5st. underfranked and accepted by the mails, when the ignorance of the population regarding the new tariffs was usual and the situation of the post after the war was quite anarchic, including postal clerks who did not know if the denomination was that one indicated by the surcharge or by the stamp originally printed without surcharge.
