Frank Moon was born at Battersea, London on 16 February 1875 and enlisted as Boy Class II on 24 May 1890. Serving afloat for the first time with H.M.S. Orlando from 20 February 1892 he reached his majority with her on 16 February 1893. Advanced Able Seaman with her not long later he was to serve on a number of vessels over the decade, being further promoted Leading Seaman with Australia on 21 September 1897.

Posted to H.M.S. Caesar at the turn of the millennium Moon was advanced Petty Officer with her and was serving with the submarine Deport ship Bonaventure in January 1912 when he was awarded his LS. & G.C. Building on this experience he was posted to the Maidstone, another depot ship, in October 1912, being advanced C.P.O. on 1 May 1915.

Maidstone served with the Harwich Flotilla for the duration of the war, and it was for his services there that Moon earned the Meritorious Service Medal. He was shore pensioned on 15 March 1919; sold together with copied research.
