Percy Knyvett Popay was born at Altrincham, Cheshire on 9 August 1898, the son of Benjamin and Alice Popay. Enlisting when the war began Popay was posted to the 11th Battalion Suffolk Regiment and was wounded in the right arm whilst serving with them. Joining the Royal Army Service Corps postwar Popay's medals were noted as returned upon their issue with the note Black Sea, suggesting he was serving with the British Army on the Hellespont at the time. They were re-issued to him on 9 June 1926.

Advanced to the rank of Staff Sergeant-Major by the outbreak of the Second World War, Popay was commissioned Lieutenant (Quartermaster) on 1 October 1940 with the service number 150446. Further promoted Major on 29 November 1948, he finally relinquished his commission on 10 August 1953. Popay died at Bury St. Edmunds, Suffolk on 11 March 1988; sold together with copied research.
