Terence Francis Hely was born at Lahore on 18 December 1896, the son of Walter and Josephine Hely. He was commissioned 2nd Lieutenant on 27 January 1916 with the Indian Army Reserve of Officers and further promoted Lieutenant on 27 January 1917.

Appointed to the rank of Captain while commanding a Company of the 84th Punjabis on 12 August 1917 after they left the North West Frontier and were posted to Mesopotamia. He did not join them for their campaigns after the war ended but was appointed to the Staff on 5 May 1918. In this capacity he became entitled to the Iraq and North West Persia clasps; sold together with copied research.
