Francis Noel Cassidy was born at Kingstown, Dublin on 11 August 1904 and enlisted with the Royal Navy as Boy Class II on 27 January 1920. He reached his majority on 11 February 1922 with H.M.S. Valient being appointed Ordinary Seaman and later advanced Able Seaman on 11 August 1922.

Further promoted Leading Seaman on 27 September 1933 with the Battleship H.M.S. Rodney, Cassidy was serving with the destroyer Decoy on the outbreak of the Second World War. This vessel began the war in the Mediterranean and remained there for Cassidy's service with her barring a brief posting to West Africa.

Returning to the Mediterranean she participated in the Bombardment of Bardia and the sinking of the Italian submarines Console Generale Liuzzi and Argonauta. Later seeing action at the Battle of Calabria Decoy went on the see heavy action with several Malta Convoys, eventually being damaged on a run with Convoy ME3. While she was repaired Cassidy removed to the fighter catapult ship Maplin on 8 May 1941 while she was service as a training ship.

Goes ashore in August 1943 he appears to have joined the destroyer H.M.S. Keats at some stage afterwards. Seedie's Roll notes he was awarded the D.S.M. for his good work during the destruction of a U-Boat. Cassidy was discharged from H.M.S. Drake on 29 October 1945.
