William Ernest Deeves was born at St. Pancras, London on 18 February 1883 and enlisted with the Royal Navy on 1 November 1900 as Boy Class II. Reaching his majority with Perseus, this cruiser served a good deal in the Persian Gulf and saw service during the Somaliland Campaign hunting down the gun runners supplying the Mullah's forces.

He continued to serve, reaching the rank of Leading Stoker in January 1913 while ashore with Pembroke II. Deeves remained there for the first year of the Great War before joining the compliment of Blanche on 25 January 1915, while she was undergoing repairs for storm damage. Returning ashore in November he was posted to the sloop Valerian on 25 April 1916.

This recently completed vessel undertook a role patrolling the coastline and maintaining the North Sea mine barriers. Deeves left her on 31 March 1919 and remained with the Royal Navy until 19 February 1923.
