William Arthur Rosebury Spong was born on 11 April 1883 at Toxteth Park, Lancashire and was educated at Trinity College, Dublin, where he graduated with an M.B. in 1907. Commissioned Lieutenant in the Royal Army Medical Corps on 29 July 1907, he was later advanced Captain in January 1911. He served in India during the Great War and was for a time employed on embarkation and distribution duties at Karachi. Appointed Deputy Assistant Director General at the War Office from 29 January 1926 until 31 March 1927, retiring from the Army on 3 September 1935 at which time he relocated to Sutton Benger, Wiltshire and joined a busy G.P. practice.

He rejoined the Army upon the commencement of the Second World War and was serving when he died on 22 December 1940 at Tidworth Hospital in Hampshire; sold together with his condolence slip addressed to Lt.Col. W.A.Spong.
