James Alexander Williams Dougall was born on 12 August 1882 at Landport, Hampshire and joined the Royal Navy on 1 July 1897 as a Ship's Steward Boy. Promoted to Ship's Steward Assistant on 12 August 1900 he was further advanced Ship's Steward on 18 July 1906.

Serving aboard the minesweeper Espiegle from 18 December 1912, during this time he was awarded his L.S. & G.C., he was still with her on the outbreak of war. He went ashore to Victory I on 16 April 1916 and from there to Venerable on 31 August 1918, a battleship then serving as a depot ship. Steward saw further service with Research and Colombo until December 1919 when he went ashore to Victory II and was later pensioned on 11 August 1922.
