Frederick Ronald Kisby was born in 1911 in Acton, Middlesex and was commissioned 2nd Lieutenant in the Royal Berkshire Regiment on 19 November 1939. He was promoted Lieutenant in 1941 and later Captain in September 1943 before transferring to the Royal Engineers that next month, and was gazetted for his Efficiency Medal on 19 July 1949.

Kisby joined the Civil Service around 1943, and in 1945 was working at the Ministry of Aircraft Production in Millbank. In 1947, Kisby joined the National Assistance Board as Higher Executive Officer of London & the Southern Region, working his way up until he became Regional Controller of the North-Midland Region. He was gazetted as a Companion of the Imperial Service Order in 1968, and died at Nottingham on 5 February 1989.

Sold together with copied research as well as the original bestowal document for the Imperial Service Order bearing the signature of Queen Elizabeth II.
