William Fletcher was born at Harrow, Middlesex and had been a labourer before he enlisted into the 19th Hussars at Aldershot on 29 April 1890, listing prior service with the 9th Middlesex Volunteers. Fletcher saw service in the East Indies from 1 September 1891, returning home on the 15 April 1897 and joining the Army Reserve the following day.

Recalled on 11 November 1899, Fletcher was initially posted to the 13th Hussars before being transferred to the 19th Hussars. Fletcher saw service in South Africa from 5 December 1899, both the 13th and 19th Hussars saw heavy service in South Africa around this time. They were involved in numerous 'drives' and fought many small skirmishes with Boer holdouts. Fletcher returned home on 23 June 1902 was finally discharged the following month.
