James Webster was born on 2 May 1871 at St. Mary's Dundee, Forfar, Scotland. He joined the Royal Navy on 5 November 1889 and served on the Boadicea from 8 March 1889 until 23 June 1891 where he earned his East and West Africa Medal with Witu clasp. The roll confirms the medal was sent to him whilst aboard Royal Arthur on which he served between 2 March 1893 and 25 September 1896, he received the medal on 26 October 1895.
Webster finished his service in the Royal Navy on the Duke of Wellington on 8 November 1901 with the rank of Able Seaman and joined the Royal Fleet Reserve on 9 November 1901, finally being discharged on 8 December 1911. With the outbreak of the Great War, Webster was attached to the Lowland Divisional Signal Company and is entitled to a British War and Victory Medal pair only. He suffered from bronchitis shortly before his discharge on 15 February 1919.
