Harold Mowbray Perry was born in July 1881 and educated at Shrewsbury College. After leaving school in 1898 he qualified as an engineer, initially working in Gibraltar and later employed by the Royal Mail Steam Packet Company in Buenos Aires, Argentina. He returned to England in 1917 and was commissioned into the Royal Engineers, serving in France from 12 August 1917 until the end of the war. Perry was wounded in action and is additionally entitled to the Victory Medal and Silver War Badge. He lived at Edgmond Hall, Newport, Shropshire; sold together with copied research.

There are four Second Lieutenant J. Drummond's identified on the medal index cards, one of whom was Mentioned in Despatches on 1 June 1917.
