1910 file cope of a submission to the Emperor regarding replacement of Tibetan hereditary leaders by appointed officials in Kham. Although not signed, this letter must have been sent by Viceroy Zhao Erfeng, who was actively executing the political reforms in Tibet, including the dispatch of modern army to Lhasa; an act which resulted in the self-imposed exile of the Dalai Lama.
