† Great Britain Postal History Newspapers The Times, September 3, 1840, a short article on page 5, "Postage Stamps", "Any person attempting to erase the obliterating mark from these stamps, and use the stamps a second time, is liable to a penalty of £20, for every offence, under 3 and 4 Victoria, c. 96, sec. 23, passed last session". This goes on to state that matches, etc., are prohibited from being sent in the post and the change of the ink used to cancel the stamps being changed from red to black.
