Cover front to Santiago, insufficiently franked with "Estancos" 10c. diagonal half, wide even margins, and consequently charged with framed "Multada" in red alongside, with the stamp being most infrequently tied by "10" due marking in red in absence of further 5c. required to cover the rate applied. A probably unique usage on imperforate issues. Certs. Holcombe and R.P.S. Ex Dupont.
