1913 (23 Apr.) official envelope send express with script for hoof in each corner encircled in red. The cover was sent from the minister of affairs of Uliastai and Khovd (Kobdo) to the chairman of the general assembly of Tusheet Khan Province. The cover bears three large seals with Mongolian script struck on red; usual folding creases on such a large envelope. Photo
