Cook Islands 1904 (Jan.) envelope (223x101mm., opened-out) from Panapa Arika on Rakahanga Island to Col. Gudgeon at Rarotonga, showing manuscript "Panapa Rakahanga" in red ink above uncancelled Makea 1d. blue and with indistinct Penrhyn Island c.d.s. alongside; the reverse of the envelope used by Gudgeon to draft a reply to Panapa which includes "As for men who are making trouble and interfering with the good work of the Island that is with the council. Bring them before me and they shall be treated like Taupe. The scum of Tahiti shall not dirty the waters of Rakahanga. I have faith in you and the Council elected by the people of the island and your work shall not be interfered with..."; some splitting creasing, nevertheless very rare and mentioned on page 321 of Vol. V of the N.Z. handbook.
