Wyndham (likely Windham Thomas Wyndham-Quin, at the time in the House of Lords, later serving as Under-Secretary of State for the Colonies under Salisbury), with contents pertaining to the Russo-Turkish War, the Russians having accepted a truce offered by the Ottoman Empire only a few months earlier, and the negotiations of the Congress of Berlin soon to begin. A fascinating letter and insight into the political climate of the period.
