American-Canadian WC Van Horned (1843-1915) had developed the Canadian Pacific Rwy and in 1900 turned to developing the railroads in newly US-governed Cuba; investor William C Whitney (1841-1904) made a fortune in street railways and had been US Secretary of the Navy.
