POSTAL HISTORY England, Scotland and Wales 1841 privately carried entire signed "Melbourne" at the lower-left, the address panel inscribed "Private" and possibly addressed to the Foreign Secretary; traces of perimeter toning, otherwise fine. Second Viscount of Melbourne, Henry William Lamb, was Queen Victoria's Prime Minister, 1834 and 1835-41 (he was premier when Penny Postage was brought forward, proposing the second reading of the bill in the House of Lords).
