note: Charles (Karel) Halla represented Austria-Hungary in northern Albania at a time of political turmoil following Albanian independence, when the region was contested by Serbian, Greek, Montenegrin, and Austro-Hungarian interests. His diplomatic role connected him directly with the administration and monitoring of the region during these conflicts, making correspondence addressed to him from Albania historically significant.
