Ralph Lavington Payne was born circa 1887, the son of the Police Magistrate of Southern District, Barbados. He took his Silver R.H.S. Medal aged 11, after the sinking of a sailing vessel off the island. It was presented by the Governor in December 1897 and drew two cheers from the Legislative Council for his bravery.
Following his father into the Colonial Service, he is confirmed upon his Medal Index Card as having earned his Great War Medals and the Africa General Service Medal clasp 'Nigeria 1918' with the Nigeria Regiment and West African Service Brigade, afterwards reverting to the Civil Duties in Nigeria.
