Instituted by the Ministry Council on August 11, 1969, renewed on April 12, 1994. Conferred in a single class to Polish and foreign nationals and organizations for merit rendered to Polish culture, as well as for supporting Polish culture and art abroad and strengthening cultural relations between Poland and other countries. The award is conferred on behalf of the Minister of Culture and National Heritage.
