Frederick Charles Brown was born at Bristol on 28 February 1896. A labourer, he enlisted in the Royal Navy at Portsmouth on 25 March 1914 and was posted to the Hawke Battalion, Royal Naval Division on 17 September 1914 as Stoker 2nd Class. He embarked with them to defend Antwerp where, in early October, having belatedly received the order to withdraw, Brown was one of approximately 1,600 men of the Hawke, Benbow, and Collingwood Battalions of the 1st Brigade who were forced to take refuge in neutral Holland in order to prevent unnecessary casualties or capture by the enemy.

He was interned under International Law on 9 October 1914 and housed in barracks in Groningen where he was detained for the duration of the war. He transferred to the Royal Navy on his return serving in a variety of shore and ship-based establishments until shore pensioned on 24 March 1936; sold together with copied research and a Hawke Battalion cap badge.
