William Higgs was born at West Hanney, Wantage, Berkshire and was a carter before he attested into the Royal Berkshire Regiment on 17 November 1884. He served in Egypt between 5 October 1885 - 31 May 1886 before serving in Cyprus between 1 June 1886 - 2 February 1888 and then serving in Malta from 3 February 1888 - 5 November 1892. He returned Home on 6 November 1892 and was discharged on 16 November 1896.
