Montague Charles Penn Moore was born on 6 June 1936, the son of Major Montague Shadworth Seymour Moore, who took a superb Victoria Cross on 20 September 1917 near Tower Hamlets, east of Ypres, Belgium. His father became the second Game Warden of the Serengeti.

Young Moore was farming out in East Africa during the Mau-Mau and joined the Kenya Regiment (No. KR 4891) at Nairobi on 31 March 1955.
