Robert Ashley O'Neill was born at Liverpool, Lancashire on 12 May 1943 and enlisted into the Royal Navy on 14 April 1942.

He served on Glendower from 14 April 1942 - 10 July 1942 before serving on Wellesley from 11 July 1942 - 7 August 1942 the same day he was promoted to Acting Able Seaman. He then served on President III from 8 August 1942 - 18 October 1944 before having stints on Drake and Raleigh until 23 July 1945. O'Neill then served on Jamaica from 24 July 1945 - 29 January 1946. He completed his time on the Royal Navy on 13 May 1946 serving on Drake for the third time.
