Bernard Griffith Palmer attested with the Royal Naval Volunteer Reserve on 20 February 1913 whilst working as a clerk. Palmer first saw service aboard Centurion in August 1913, then taking a short break and returning to her in May 1914. On 2 August 1914, he was posted to Pembroke II where he stayed until 16 September.
