James Percy Foster was born at Bradford on 10 August 1879 and was a labourer when he enlisted in the Royal Navy as a Stoker 2nd Class on 1 September 1901. He served on a variety of shore bases and vessels before being posted to Perseus for service in the Persian Gulf from November 1909 to November 1910.
