1862 (January) Post Office Notice entitled 'Circular to Postmasters who obliterate Stamps' and 'new postage stamps of the value of ninepence, and alteration in the colour of the fourpenny stamp.' with 9d. bistre, RF and 4d. red, LF affixed at upper right and both overprinted "specimen", some light staining barely affecting the adhesives; very fine condition for this.
