Edward John Hugo Colchester-Wemyss was born in 1910 and educated at Woodlands, Daganwy and Malvern College. He joined the Palestine Police in 1933, before transferring as Superintendent of the Barbados Police in 1938. He was 3rd Class Inspector for the Jamaica Police from 1943 and was advanced 2nd Class Inspector in 1946. It is interesting to note that Ian Fleming purchased the Goldeneye estate that same year on Oracabessa Bay on the northern coastline, so the pair may well have crossed paths along the way.

Posted to the British Solomon Islands Police as Superintendent in 1949, he was made Commissioner of Police (and Provost Marshal) to the Bahamas Police from 1955-63. Retired to England, he died on 2 February 1974 and is buried at Westbury-on-Severn; sold together with his riband bar and copied research.
