Proposed in 1852 by the Royal Commissioners of the Great Exhibition, a fixed sum was voted by Parliament in order to fund a self-supporting system of instruction. Medals were given at the public examinations in all three metals, for each of eight main groups of subjects. The medals were intended to encourage and stimulate talent at local schools throughout Britain amongst the industrial classes.
