William Harris Fox was born on 17 March 1878 at Barrie, Ontario and was an electrician living at 28 Boswell Avenue, Toronto upon the outbreak of the Great War. He served initially with the 2nd Canadian Field Ambulance in France from April 1915 and then at the 16th Canadian General Hospital, Orpington from February 1916.
