Percy Neville was born at Plymouth, Devon in 1848 and enlisted into the Royal Engineers at Manchester on 24 September 1872. Posted to India on 26 October 1874 he joined the Bengal Sappers & Miners on 25 December. Promoted Sergeant on 1 June 1880 he served through the Anglo-Afghan War in that rank but was later reduced to the rank of Sapper as a result of R.C.M. on 22 December 1882.
Neville returned to Britain on 9 May 1883 and re-engaged with the Royal Engineers at Chatham on 22 August 1884. He spent the remainder of his service in Britain and was finally discharged on 25 September 1893.
