Charles E. A. Hurst was born in London on 6 August 1843 and enlisted with the Royal Navy prior to 1873. He was appointed Petty Officer Class II (Driver) by 1873, being posted to Raleigh the next year, earning a promotion on 15 January. Joining the troopship Tamar in 1878 as Chief Petty Officer Hurst was present with her when she undertook transport missions to Natal. In total over the course of the Anglo-Zulu War she transported over 2,000 men and officers to the conflict.

Shore pensioned after the end of the conflict in 1881 Hurst continued to serve as Able Seaman (pensioned). He served at Indus and later Vivid I with his papers stating his activity as 'Drill'. It is likely he was performing the role of a drill instructor, Hurst was finally discharged on 31 March 1903.
