William Brooking was born on 6 November 1863 at Ashill, County Mayo, Ireland and was an Errand Boy by trade upon his joining the Royal Navy on 24 April 1879. He served on Tamar from 29 June 1881-15 June 1883 and St.George from 23 May 1896-18 February 1898. He is noted as being Chief Master at Arms from 1 January 1910 and later as Chief of Police, Devonport Depot, 20 January 1917.
