Note: Where the addressee refused to pay the amount of postage due on underpaid mail, the item was returned to the Dead Letter Office. If the sender could be identified, the deficiency paid item was returned , enclosed in an appropriate OHMS envelope. The sender was liable to a penalty of £2 if the charge was refused.
