Thomas Frederick Quinn was born at Richmond, Surrey in May 1880 and was a butcher on the London Road, Kingston-upon-Thames upon his joining the City of London Police on 9 August 1901. He was four times commended during his service, besides being awarded £1 on 20 October 1905 for stopping two runaway horses and being awarded 10s on 28 July 1913 for stopping a runaway horse. His other two commendations came for rendering first aid. Quinn was retired on 12 August 1926 with a pension of £153:15:5 and died on 28 January 1947; sold together with a few small family photographs and copied service record.
