On 1st January 1912 Dr Sun Yat Sen founded the Republic of China. The change of sovereignty had little effect on the people of Sinkiang with regard to postal service, other than they had to use stamps with 'Republic of China' overprints. The special postal tariffs did not change until 31st March 1917. However, the number of post offices and postal agencies did increase
