Note: Upon the transfer of Dominica from the Leeward to the Windward Presidency, Leeward Islands stamps were withdrawn on 31st December 1939; there were therefore no valid ¼d. stamps to pay the inland printed matter rate for newspapers until the ¼d. stamp of Dominica was issued on 15th April 1940.
