Note: Both Sir Edward Bacon and Dr. F.E. Wood have presented strong cases for the necessity and validity of a 2 cents provisional. It was quite probable that there had been a shortage of 2c. stamps in early 1869, since the records of the Penang Treasury indicate that there was only 640 2c. stamps remaining in stock as of 2 January 1869.
