Reeves, late surveyor of taxes, suggesting that he thought that forgery could not be prevented..."; "The Times" 12 December 1839, a letter on page 3 headed "Illegal Regulations of the Treasury, Postage-rates Minute", in which a barrister complains about the illegality as well as the injustice of charging double for the refusal or neglect of the sender to prepay the postage. This follows with a long analysis by the Lords of the Treasury, explaining, illustrating and justifying their views and what is intended in the new postal reform. Fine condition (2)
