1866 (26 Jan.) entire letter from St. Pierre to Agen, bearing 40c. (2), complete to wide margins, tied by "mqe" dotted lozenges with matching c.d.s. at base, showing "2" and "aff. ins." in manuscript denoting a double rate which was insufficiently franked with 80c. for the 1fr.40c. postage, marked in red with boxed "affranchissement/insuffisant" handstamp, and treated as an unpaid letter thereby being charged at twice the 80c. rate, this being 1fr.60c. rate less the 80c. paid resulting in a "8" decime tax charge in manuscript on front, backstamped on arrival.
